Achieving universal health coverage (UHC), including financial risk protection, access to quality essential 
health-care services and access to safe, effective, quality and affordable essential medicines and vaccines 
for all is officially an agreed target (3.8) for health in the Sustainable Development Goals (SDGs). Critical to 
attaining UHC is a formal monitoring mechanism to assess progress. This is done through two separate 
indicators for target 3.8, one focused on its service coverage dimension (SDG indicator 3.8.1) and another 

SDG 3.8.2 indicator is focused on relatively large Out-of-Pocket (OOP) health spending which might lead to cutting spending on other basic needs such as education, food, housing and utilities.

Timely, reliable and comparable health statistics are fundamental to monitoring the health status of the population and for developing, implementing and evaluating health policies and practices that address health and health care. With the adoption of 2030 Agenda for Sustainable Development, the need for high-quality data for the over 50 health and health-related Sustainable Development Goal (SDG) indicators has increased.

The objective of this e-Learning course is to provide a general understanding of the basic concept, methods and framework required to compile and monitor the 2030 Agenda for Sustainable development, in particular SDG 3 indicators.
